Chemical Conduit only extracts when fluid is reset #1109

Current Behavior

There's no transfer of chemicals between Mekanism machines (e.g.: oxygen from an Electrolytic Separator to a Purification Chamber), even though the inputs and outputs are correctly set up.
However, by clicking to reset the conduit's fluid, it sends only enough to fill the destination and nothing more.

Expected Behavior

The chemical is sent to the destination machine as long as it has some capacity left.

How to Test

  1. Supply power to an Electrolytic Separator and a Purification Chamber
  2. Pump water to the Electrolytic Separator, so that it produces Hydrogen and Oxygen
  3. Connect both with a Chemical Conduit
  4. Set the Electrolytic Separator's Oxygen output to the conduit side
  5. Set the Purification Chamber's chemical input to the conduit side
  6. Set the conduit to Extract on the Electrolytic Separator side and Insert on the Purification Chamber one, both with Redstone Mode as Always Active

Local Environment

- **Operating System**: Windows 10 Pro 22H2
- **Java version**: GraalVM 21.0.7+8.1
- **Minecraft Version**: 1.21.1
- **Version**: 7.1.8-alpha
- **Other Mods**: Mekanism 10.7.13

Any Additional Information?

For some reason, hovering over the reset button shows a list of gui.enderio.chemical_conduit.change_fluidN, with N being 1 to 3.
