I did not find any existing issues.

Current Behavior

tryng to place lower tier of pipe in the same place that there is a higher fluid pipe it voids it

Expected Behavior

to not void the pipes

How to Test

1place higher tier of fluid pipe
2then you try to place a lower tier of pipes aka basic in the same block and it voids the pipe

Local Environment

- **Java version**: 21.0.3.9
- **Minecraft Version**: 1.20.6
- **Version**: Build number 219 for MC 1.20.6

So after some debugging, the issue is that the item use code is still called.
